Do I have a bullet problem

If your confident in your abilities to manipulate the rifle(as I read you're shooting sling), I would say your load needs a little work. The core of the group looks like 6" with a couple outliers. Round 6". That tells me the load needs a little work, but your likely on the right path.

The 1st thing I have to figure out is what is the normal change in ES between the line and the target at 600 yds. Anybody have that info?

I guess we have different goals. I couldn't care less what an arbitrary measurement is, aside from inches on the target.

You dont have a bullet problem.

Edit: one thing you'll need to verify on your shot marker, you need to keep the wires from dangling near the microphones. Tie them up. It can make them give false readings. On mine, we used zip ties and left them loose on the back of the target so we can just run the wires through them. It can give false readings when the wind blows

The point in figuring out if the velocity difference at the target verses the muzzle is normal is so I know if I have damaged the bullets while pointing them and caused the BC to be different .
