Would you score this shot an X or 10?

The picture doesnt do it justice

Not a great pic, but it appears you can see black, so I say 10.

Based on these pics mostly it shows you are not scoring anything properly.
The first picture, based on what can be seen....is out, whatever the square things are doesn’t help.
Sticking a round in the 2nd one that casts a shadow on the ring .....can’t tell properly but if forced to call it, out as well.

On the first pic there appears to be a very slight gap between the hole and the line, 10. But if there is truly any doubt I always give the shooter the benefit.

That's a 10. Bet if the moisture content of the paper was higher (high humidity or light rain), it would've cut the line...

TANGENT. That's the scoring issue. Your plug or mark must be tangent to the ring. That means TOUCH.

It is not even really that close. 10

It's clearly a 10. You can see the gray between the hole and the white of the X ring.. It really aint even close..

Better question might be is the shot more likely to be scored as an X if the previous shot was an X and the pit crew is trying to move fast....
