Not getting 15 mins from Leupold LR base

Never had this happen before. Mounted a Leupold STD LR base on a Rem 700. High rings. Two different scopes with 60 to 70 mins elevation adjustment and 100yd zero ends up being almost at mechanical zero, 30 to 32 mins up and down. Where did the 15mins go the base is supposed to provide. I took the base off and leveled up the receiver and checked it with a torpedo level. Put the base on and set the torpedo level on it and its jacked up in the rear just like it's supposed to be. Scratching my head. Called Leupold and they are going to send me another LR base just in case this one is 0 moa. Any ideas?
 
Every rifle is different, I'm guessing if you put a 0 moa base on it that the scope zeros would be 15moa higher than they are right now. Maybe get a bigger base or use the base and Burris signature rings to get it where you want it
 
Remington receivers aren't consistant. The rear receiver ring is probably lower than it should be. Mass production...
 
Remington inconsistency could be the issue. Also how far apart or close you put the rings will have some effect on the mins you get (shouldn't be 15 but could account for a few)
 
bed you a shim, even a slice of a soda can , under the rear of he base as you are bedding the base to the receiver i did that to give me more room at the top of elevation to shoot my 308 at 1000 yards
 
I can just about guarantee the rail is not the issue.
Barrels and bores are not straight. They can have a little curvature right at the muzzle where the bullet exits, thereby adding or subtracting MOA in a random direction depending on where the curvature is pointed. This is why gunsmiths index barrels, usually up at 12 o-clock. This is done mostly to prevent having to use windage on the scope to center up. Factory rifle barrels are not indexed. So, if it is pointing down at 6 o-clock, this will mean you have to come up on the elevation knob just to center up...opposite of a 15-20 MOA rail. If it is not causing you any actual grief, I would not worry about it. Shim the rail if you need to.

How close or far apart should only matter with rings with inserts like Burris signature rings

Did you use much windage when zeroing the scope ?
 
If I can get to the range this a.m. I am going to take another Leupold STD 0 moa base I think I have and a pic rail base that is 20moa and play with those. The Rem 700 that is in question is at least 20 yrs old but not sure why that would make a difference. I still think its the Leupold base.

Why not Matt? If ypur rings are the same height and mounting to a rail what difference would it make if they were next to each other or on the opposite ends of the rail? Unless the rail is bent I cant see why it would matter.

With inserts that changes things because the rings arent the same height so therefore the spacing makes a huge difference

Sometimes the rings don't go back to the same place. I had my heavy gun sighted in at 1000 and decided to get the barrel recrowned. My gunsmith removed the rings from base and put the barrel and block in the lathe and recrowned. He put the rings back on the base. I thought it would not change the Point of impact. Went to the match and shot at back bank. Never saw the shot hit. Got a spotter to watch and he said it was way low. I ended up putting 18 MOA up and 14 right to hit target. You could not see any difference in ring height and they looked tight to the base. The next day I went over to my buddies 1000 yard range, set the gun up with the crosshair on the corner of backstop. Looked everything over and it all looked good. Removed scope and checked base screws and they were tight. Put scope back on and the crosshair was way down and way left. It took the same exact amount of clicks I had to put on in Match to get back to target. Apparently the clamp turned slightly and didn't allow the scope to go back where it was. Although all looked good, it wasnt. After talking to another shooter he said the same thing happened to him twice. Cause him to miss the target at 500 yards while testing. Funny things can and will happen. Matt
 
Took off the Leupy base and put on a 20 moa EGW. Went to range bore sighted and zerod. Got 50+ mins now of up. I had another 1 of those Leupy bases in my parts box with same part number on it that i had taken off another gun thinking it was 0 moa. And i had replaced it with another 15 moa LR base that actually gave me 15moa. Leupold is sending me another LR base. May have to buy a micrometer. Now i wish i had a 0 base to measure and compare. Too weird .
