I could not disagree more. Contacting the NRA is fine and preaching to the choir. Contacting Reps and Senators ensures that they are on notice that a grievous injustice is being perpetrated on their watch. They don't know the impact this has if we don't tell them. To a senator or congressman silence equals assent. Even Democrats that are sworn to oppose the NRA will pay attention to their constituents. This should not be phrased as a "Gun Issue", but as a burden on small businesses.

I personally haven't voted for or supported any democrats in over 20 years. There was a time when a democrat from a southern or rural state could be counted on to vote pro gun, but it seems as though they all fail eventually. Heck, I wrote to John Edwards several times when he was in the senate. He never agreed with me, always answered politely quoting the party line. Still, there are thousands of small gun businesses in this country. They could all together generate a lot of mail that politicians in tight re-election campaigns could find it hard to ignore.

The atf and state department dont talk. The ATF cant and wont ask for ITAR registration. It has nothing to do with them at all. The only way the state department would know if you were manufacturing by their definition would be to physically come by your shop and inspect you records of exactly what was done, which your not even required to keep. I have no dog in this fight as I was registering before this even came up. But the reality is, any real action based on this new definition is very very unlikey.

All the ATF does is recommend I contact the dept of state if I am manufacturing. They dont care if I do, they will not verify that I am paying, or if I am registered, unless I am exporting. The excise tax is also another department. The atf will not verify I am paying that tax either. The dept. of state has one office in D.C. and no field agents. Make you own opinions, but I would contact the ATF and listen to them before reading internet forums... If I was not manufacturing by the ATF definition, I wouldn't worry about this ITAR stuff.

This. There is already LAW defining what manufacturing is. Until the LAW is changed, the rest is wishful thinking and bureaucratic bullshit.

The election will most certainly bear on future regulation and legislation impacting gunsmiths. In the mean time, there is variation in the enforcement of regulations. Does anyone in the business observe this variation from one area of the country to another?
This might bear on the future location of gunsmiths and gun manufacturers. For example, Texas versus New Hampshire, versus New York?

For every 100 gunsmiths the govt will be collecting $225000. They do not need this much money to audit a few gunsmiths unless they are using it for executive bonuses. Under FOIA we can request copies of the documents that will determine where this money goes. I can assure you it will go down a rat hole unless they govt is audited.

I hope there's time in the next two yrs. to get it all done (mid-term elections may change the balance of power in the Congress). There's a lot 'wrong' that needs fixin'.

On a slight tangent,but I feel it sort of gets to root cause /effect WRT guvment interference.

Look at the EPA,lead law passed in August of '10.We (contractors) sort of freaked out at first.Some,never did agree...others felt it was OK,because it weeded out a lot of non-committal builders.

It gets deep because of,"right to work" laws and feelings/opines on the ways that bureaucrats didn't/don't know chit about what they were passing laws about.

Here it is 6 years later...and it's been basically forgotten about.At least regionally,meaning it may still have impact in certain areas?It "don't" here.

I just felt that this should be brought up...
