Stupid question on scope height

The short answer is yes. I measure my scope height from the center of the bore to the center of the scope tube or elevation turret.

A scope on a 20 MOA rail isn’t parallel with the bore by all of .0058” per inch of whatever’s length.
Don't dare consider the issues of first or second focal plane reticles.
