I recommend the Stiller 2500x action. It's smooth, easy to load and rock solid.

I would second the stiller 2500x. I have a 10x made in PA, if starting over would get a Stiller. Get with Dan Killough, he has them all and can guide you.
I recently took delivery of a Killough/Gorham built 2500X action rifle with a Harrell's tuner and Jewell trigger. They did the Eley test for me and I bought 2500 rds of the ammo. I shot it yesterday for the first time. After dialing everything in I shot a 248 with 12x's and another 248 with 13x's. I didn't set up my own flags as the range I was at already had about 30 flags set out so I just read the wind with those. I need some more practice as I have not shot rimfire matches in years. The action is smooth as silk and throws the brass in exactly the same spot every time. I also have a Suhl built with a Stith toothpick stock and Harrell's tuner. I have not tested it yet with the tuner and stock installed but I shot scores in the low to mid 240s with about 10x's in completely stock trim and Eley match ammo from machine 5. I assume the scores will improve but in comparison to the 2500X action the Suhl is not as nice. I did try a friend's Hall some years back and believe it is a fine action. I have also shot a few highly customized Remington 40x's in 22LR and they are also excellent actions and if I could find one at a very good price I would use one. However, IMHO this 2500X is the best action I have ever used in rimfire.
