You Won't Believe What I Just Discovered On My 700 Action

What it could also possibly be is rust, which is a byproduct of the bluing process if the part is not rinsed of all the salts.
Tiny threads and holes are likely candidates for trapped solutions of salty liquids from bluing or from someones fingers.
 
No offense but I started in gun business in the early 70's and pulled plugg screws on more than a few new 700's . . .

Above is correct. I had one that had a similar problem. But, I choose to re drill the holes right under the originals. We filled the original holes up. After repairs, I am the only one who can really see it. Never had another problem with it. S*** happens to everyone.

JMO, re drilling the holes is the easiest and best way to go.
