When I was shooting IHMSA, I had a Wichita bolt action pistol in 7mmIHMSA.

I used a 160 gr Sierra with 39 gr of 748. It was good enough that I won the Missouri Unlimited Championship in 1968. We had a shoot off with "snuff boxes" which were 3 or 4inch diameter targets at 200 yards.

I looked at my load references, and I also used 38gr of H380 with the same bullet.

This data is 21 years old. Sine that time I believe the IRM powders have changed so start lower and watch for signs , as any handloader would.
