Winchester 7mm-08 brass interior flashholes

I've never seen this before: one bag of brass with a marked difference in interior flashholes. Just over half are flat and shiny in the bottom of the web pocket and flashholes look good. The others look like the holes were countersunk a larger diameter for a short distance in. I can't believe the burn characteristics would be the same for both sets.
Has anyone seen this before? I can't stand it and will section one of the weirdos to get a closer look.

Well I sectioned one of each, as well as a couple of old ones. It appears a little countersink is more the standard, and the plumb flat ones with no countersink are the strange ones.

I made it to a couple stores over the weekend and managed to look inside some more of this brass. I saw both kinds again! Some obviously countersunk, and some with a flat with the flashhole in the middle.

Now, I get to make my own countersink jig so I can match them all up. Glad I've got a new project! :D
