Win 1890 barrel question

When Winchester was building the model 1890, did they use the same twist rate in all caliber barrels (S, L, LR, and WRF)~?
 
I'm honestly surprised to see that Winchester was that sophisticated back then in using different twist rates for the Short and Long Rifle~! I wonder who discovered that they should be different.
Do the two different muzzle velocity shorts come in make any difference. Would the faster 1040 fps (same as std velocity LR) then be more or less accurate~?
 
Every manufacturer of quality rifles made in 22 short used a 1/20-1/24 twist rate….well understood.
Less to do with velocity compared to a lighter/shorter slug.
