Between Varget and Reloader 15 loading the same charge weight in 223 which will give the higher velocity

Very little between them. Normally, you'd expect H. VarGet to produce a slightly higher MV. See:

As I say in the text, VarGet's top load was later rerun with the barrel fully run-in, and MV for 25gn (77gn SMK) rose on retest to a shade under 3,000 fps. 25.0gn Re15 produced 2,976 fps. This has been my experience over many years of loading the pair in 223 with 75-90gn bullets. Being slightly slower burning, Re15 can often be loaded a bit higher though and produce higher MVs.

Note: loads are for a long-throated chamber several times the throat length of the standard SAAMI version, so those charges are HIGH.

In practice, for many US shooters (I'm not), practical maximum charge weights may well be determined by likely ambient temperatures. Re15 is MUCH more temperature affected than VarGet, so the latter can often be loaded up to higher levels than the Alliant grade. Where I am (northern England where anything much over 70-deg F is a hot day), this is rarely a consideration.
