The .540 bolt face isn't going to "get-er done" for a .375 ELR rig.
There are a few options and I'd say the .590 bolt face (37XC or a necked down 416 Rigby / 378 Weatherby) is going to be the smallest bolt face for the 3000 yard cartridge that your specifying.
A .630 bolt face is used for Chey-Tac Brass
So you need to decide how much "long green" your willing to spend.
I'm not a ELR steel plate shooter competitor, but I do shoot E2K (Groups & Score)

I know that the Chey-Tac case has a good amount of ELR rifles built on it and has done well in the standings of some of the matches where I had an opportunity to get to see published results.

If you really want to pursue ELR my advise is to attend some events and connect with those who are active in the discipline. - I'm sure there is a Hugh wealth of knowledge in those guys and you will learn plenty from them.

I'm not the expert when it comes to these larger calibers. I think the 37XC looks very interesting! I have shot with a friend who designed his own cartridge...the 375 Libert. When I shot the rifle he was running mild loads 2950 range with 377 cutting edge bullets and shot like a dream. We were shooting 1400 yards like it was 200. He has sold a number of rifles and now has one with 8tw and same bullet at 3250. His website....375 Libert.com
You can look up results, I believe he placed 9th a couple of years ago at one of the 2 mile events.
Here again, Chey-Tac has an excellant reputation.

Defensive Edge Rifles has their 375 Terminator that runs on a super magnum, 338 Lapua size bolt face. It's similar-ish to the big CheyTac case but with a rebated rim to fit their Terminator actions with the smaller super mag bolt face.

In a word no your .540 bolt face won't get it done. Pre RUM we used the 404 Jefferies case in 7,30 and 338. We shot a lot at extreme distances. Very extreme considering this was in the first half of the '90's. Surprisingly we liked the 7MM version best. We had very good custom 178gr. bullets. Then as now seeing impacts is important. I shot my 7HV out to 2200 yds. in WY at 9,000' and it was fun. We had a special place with Rockchucks and grass 1/2" high. Pretty easy to see impacts. Hope to be back out there next year with a 300 NM and a 300 PRC. The other place we shot was a mountain top in VA. Nothing but pastures around. We never got past 2,000 because we couldn't see impacts. There was one turkey at 2,700 one guy made jump a couple of times but we never saw an impact.

Frankly shooting 3,000 yds seems like a great waste of time and money. It could easily take $10,000 or more before you fire the first shot. That's just for the rifle and optics. You could take your .540 action and do something on a RUM case and enjoy shooting to 2K. Even stretching it out a bit further given the right conditions and optics.

Your .540" action. Is it a custom single shot, large diameter, built to handle long heavy barrels? There are no short cuts in the ELR game. Just dark holes you throw money into.

And like many things, those dark holes can get VERY VERY deep if you let yourself get carried away and start chasing it.
