Might help knowing what it is?
If it is some kind of magnifying glass,, you might want to consider the kind used to tie flies for fishing lures. Sturdy base and infinitely adjustable angle glass.
 
The bottom plate is etched with circles for different calibers. The top plate has a 10x magnifier in it that has be come cloudy. You use the appropriate caliber circle to see if the bullets cut the next scoring ring. It works very well.

I didn’t even see the etched calibers in the base… That’s cool, I wonder if a guy could replace the top part with some acrylic or plex. Bore a hole and place a 10x loupe in the new piece? Happy to help if you want to go that route.
 
I was thinking I could just take the top off and use a 10x loop. They are already set to be focused by setting them flat on the surface.
 
The one Mike is showing in post #10 is the official IBS scoring device, we have one at our club and I ordered it so I know this for sure. The scoring device shown by the poster appears to be a copy of the NBRSA scoring device. The NBRSA device can/could be obtained from the NBRSA, periodically they have had a small batches made in the past. The original ones for NBRSA were made by Manley Oakley, several others have made the ones made later for them.
 
It was made by someone with the initials WRM. I saw this, this morning while trying to make it usable. This is what's left of the box it came in. See picture.
