When to neck size ?

I was a closet neck sizer. Now I’m out of the closet and FL sizing.
 
Bryan Litz has a vid out there and was asked that question. He said he develops his loads without neck turning. Then he neck turns. If no improvement, he doesn't turn. He said he's developed loads that shot worse after turning. Followed up with Shawn Carlock about neck turning. He said he quit neck turning 20 years ago as it was a waste of time for him...
 
A standard non bushing full length sizing die with no expander adjusted low enough to move the shoulder produces the most dimensionally consistent resized brass. Also you can grow brass faster if you use a full length die and don't hit the shoulders.

Now your back to context. Ask and answer yourself a few questions:

1. Who do you shoot like?
2. Is your rifle a custom dick ripper with minimum size chamber, off the rack sporter at wally world, or a beat to death Pawn Shop special?
3. When you FL size do you follow the mfg recommendation for cam over or do you stay off the SH as was mentioned in another post?
4. Do you shoot a BR cartridge or an average joe 30 deg shoulder hunting caliber?
5. Do you size with custom made dies or what ever dies came in the box?

Context: I have a rifle I barreled with zero headspace with a SAAMI minimum reamer, using Redding shelf dies I have to FL size or I have problems after one firing. I have another rifle I bought back in the 90's over the counter with .008"-.009" headspace, if I FL size with my shelf dies according to the mfg instructions with cam over, that brass will separate in about three hot load firings.

Since there seems to be only one right answer I ask you, should a guy like me FL, neck size, or what?
