When do you know that it's time to FL size your Brass?

I assume you full length size the brass, powder charge, neck size, bullet seat. Can't go any other way on my Dillon550C.

Question for the competitive shooters here... I, like many others watched the Cortina video where he asked like 20 of the top F-class shooters whether they neck or FL size. Of course we all know how they answered. Then while discussing this video with a fellow shooter at work he suggested that the reason why F-class and Benchrest shooters are FL sizing is because they aren't using the same FL dies off the store shelf like myslef and most others. His thought was that "competitive" shooters are using FL sizing dies which are custom made to their rifle's chamber specs and therefore they are working the brass less than I would when I run my case through a RCBS/Lee/Hornady etc., off the shelf. Any truth to that line of thinking?
