Yesterday I wanted to de-prime a few 22 PPC brass without using a FL or neck die. I managed to break the stem on my RCBS universal de-primer. This has happened before, unfortunately, and this brings up the question. What is the best universal deprimer?

I have had great luck with the Lee one. Didn't expect it to delight me but it does. Did break a pin while setting it up but purchased a five pack of replacements and only needed to use one so far. Have done many calibers and casings since. Plus it is cheap.

since you asked 'de-primer' and not depriming die, i will say an arbor press and the decapper rod from a lee whack-a-mole set. haven't broken one yet, even with buckets of crimped mil-surp brass.
Sorry, I did mean depriming die. But, just found a Frankford Arsenal Hand de-primer which might fill the bill.
I use an RCBS, and it works very well, no issues.
It's hard to imagine that there is a practical difference between the various mfg.'s for a tool like this since its operation is so straight forward, all you're doing is punching out a spent primer. So, I don't believe a tool like this can be characterized as "the best."
Incidentally, it's a very useful tool especially for preparing a fired case for checking case headspace with a bump gauge. Every reloader should have one, they last forever and are inexpensive.

A little off topic but in a pinch I lowered the decapping rod on a FL sizing die and it just popped the primer

I’ve been using a Lee Universal Decapping Die for several years. I had to turn down the pin to work with Lapua 6BR flash holes. I did finally break a pin last year when I unknowingly tried it on a berdan primed case. I was able to order a couple of replacements that were properly sized for BR brass.
If I was buying something today, I would try the Frankfort Arsenal hand held unit. A friend has one that he loves.

I use and like the Harvey hand tool. I like knowing how the used primer comes out. Can give an early indication of an enlarged primer pocket.

FA works really well. It is has a really strong pin, but will not fit the smaller flash holes.
