What's good backing for BR 100/200 yd competition targets that prevents bullet hole blow-out?

I use firm paper targets from Orville that are 8x16" with 40 bullseyes on them (Jim Casey 5x 8 bulls -100 yards practice targets. I staple them with 8 staples to the target backing stands at our range so they are as close to the backing as feasible. However, I am getting blown-out bullet holes on the target. Any thoughts about easily available backing paper that can prevents these blow-outs other than cardboard (which is too thick for stapling) or post board which is rather expensive for this use. Maybe something I can order from Amazon or a shooting supplies company online. All thoughts are welcome.
 
I spray glue new targets over old targets.
I made my own stands out of 1x2's & use big binder clips to hold targets on .
 
Political signs are what I use - 18"x24". If you want bigger than that, there are plenty of vendors (Hobby Lobby?) that sell it. I think it's called something like coro-board.
 
Broke open soda cartons, Coke cases, Staple paper to it or stick shoot'n see to it. These staple nicely to our ranges backer boards. Also recycles garbage.
