What power spotting scope

All depends on mother nature , early morning cool with no mirage some will show 6mm bullets holes at 600 yards. My 50 power rifle scope will in early morning if hits are in the white, after that say 1030 or later not so good when mirage starts. Don't own one but the Celestron Regal from what I've seen is a good buy has excellent glass like a Kowa has the fluorite crystal glass. Adorama sells them at pretty good price, last time I checked they were around 730.00 just make sure it's the regal and not the ultima. I would go with the 60 power or higher if they offer it :D
 
Long-Range = anything beyond 600yds. NO scope will see bullet holes at that distance.

Power is a matter of your preference. I prefer a low power for seeing a huge field of view to see minute changes that are not readily seen in the flags and a scope system that has a very long depth of field for seeing informational overload on mirage. My Leica is effectively 16X with a HUGE depth of field when focused to see the mirage that has value.
 
As the others have said, it all depends upon the conditions of the mirage as to how far you can see bullet holes. I use a Swarovski STM-80HD with a 20-60 Eyepiece, in perfect conditions I can make out bullet holes at 1000 yards, but how often are you in perfect conditions? So to answer your question, buy the highest magnification variable power with the largest objective diameter in the manufacturer you prefer. But, realize that there are limitations to what ever scope you buy, no matter how much money you spend. Another choice would be to invest in a target camera system, they are much less expensive then a quality spotting scope and will actually show you your hits no matter what mother nature is tossing at you. One last thing, the quality of the tripod is just as important as the quality of the spotting scope, buy a good one, you won't regret it.
 
I have a straight Vortex Razor 20-60x85, I mostly use the fixed 30x MRAD eye piece, for the money it's a good piece of glass, as others have said you will not be able to holes at 600 with any scope.
