What is Your Opinion for a "crush" fit on the Acklies?

I bought some Lapua formed brass which must have been formed in a T Contender. The bolt will not close on my Savage. I have taken .004" off of the shell holder and am not setting the shoulder back. Redding die. It should, eventually, push the shoulder back, right? I am "draw filing" it with a big mill file.
