What is this thing on my friend's MarchX scope?

This thing rotates freely around the turret. And the up and down are opposite direction to what is on the actual turret. My friend bought this scope new and says he did not attach it. I do not own any March scopes, and have never seen anything like this, and am genuinely puzzled.

That is the original design of the 0-set or zero stop for March. My March-X 10-60X56 HM has that 0-set, but the new Majesta uses the shuriken knobs with a different kind of 0-set, one that is easier to use and is tool less. You can use a coin to turn it, but they also provide a little driver that you can attach to your key chain to facilitate.
