What is this ring on brass about ?

Can someone help me understand what this ring around this brass is please. Mostly if it is safe to use? I have taken a paperclip and felt inside and do not feel anything it's smooth. And some of this 308 brass I have not fired so that would rule out my chamber. I felt I was using enough lube and I didn't have to use excessive force going in or out. I am using a RCBS full length sizing die and I ran out of my usual red can of "One shot" (I believe then name is) so I was using some midway spray from my uncles reloading stuff (he passed away so cousin & I split up his reloading stuff) I than tried using a pad with that RCBS case lube on 25 pieces of LC brass and could not duplicate that issue. So I'm leaning towards the Midway spray. But my concern is safety and case separation. I had 11 pieces of 2x fired Lapua brass it did it on and it also did it on never reloaded federal gold match brass.

Also it was hit or miss it didn't do it to every piece. Can someone tell me what would cause this and if it's gonna cause a possible case separation issue ?

Looks like case body is getting sized down.
Not an issue if the "ring" isn't just above the case head.
Might consider neck sizing "only" if the fired brass rechambers with no restrictions. If it starts getting snug, full length resize.
 
Just to clarify, is this brass that's been shot or is it fresh out of a sizing die? I wasn't sure based on your post.
I have shot it this is the first time reloading it. Some of it I have not shot and a friend sold his M14 and sent me his factory fired brass and it also has never been reloaded.

On the Lapua this is my second time loading it
 
Did you feel the inside of the die with paper clip. Was the brass really hard to size. You might of ran out of lube. One shot gets really diluted at bottom of can. You might need to polish your die to get rid of whatever is making that mark.

I actually took the resizing bar (for lack of better words?) completely out of forming die cleaned inside of die with q-tip with acetone, put back together and gave 2 squirts of lube inside before I started.

It didn't feel like I had to use excessive force. Actually felt like the brass went up and out pretty smooth.

Another factor I have not mentioned is. My decapping pin broke on a crimped piece of brass. And my uncle had a set of RCBS 308 dies so I put that forming die in my press till the decapping pins I ordered come in the mail. And it did it with both forming dies. I followed instructions when putting it in. I screwed the forming die in till it hit shell plate, lowered the shell plate and went down another 1/8 of a turn and tightened the lock ring. I have never had this problem before and I am leaning towards this Midway spray I started using cause I ran out of the one shot I normally use. When I switched to the pad with the RCBS case lube I wasn't getting that ring. I'm really concerned about safety and case separation. Like I mentioned I took a paper clip and bent the end of it making a hook and ran it inside the brass and it was smooth and I didn't fell anything.

I’m really at a loss. Two dies doing same thing to fired brass and un-fired brass. If you showed me that pic without saying anything I’d tell you you have something in your chamber scratching the case. It’s possible both does have a rough spot in same place. But highly unlikely.
 
I have a suspicion you have a ring in the chamber from a pickup during the chamber being cut. It's causing a slight high spot that then becomes visible after the resizing process.

Actually you look in a die with a light.
And the paper clip trick’ generally refers to the brass.

Yes I know but if die was scratched that bad he could feel something.

He said it happened to new brass I was assuming un-fired. Maybe he meant once fired. It looks like a circular scratch from a chamber though
