The length of the kernels is different the burn rate is the same. They are physically shorter to improve bulk density and metering characteristic of the powder. They are chemically identical and similar charge weights will get similar velocities (unless you go from compressed with normal 4831 to uncompressed with 4831sc then you may see some velocity change.)
I have used both in my brothers 6.5 creed and the same charge level (uncompressed for both) delivered velocities within 15 fps of each other.
H-4831and H-4831SC are interchangeable according to Hogdon. There are a couple other manufactures who also use the numbers 4831 I would not use the load data interchangeable. The same applies to H-4350 and IMR 4350. Many of the older powders (3031, 4064, 4895) originally were military surplus. Some supplys have run out and the powder manufactures have had to recreate/duplicate the ones that are popular. Several of the surplus powders have come from other countries, England, Canada, and Australia.
I "Blended" ( AKA,.. Stirred, WELL ) 1.5 Pounds of, regular, IMR 7828 with, 2 New Pounds of, IMR7828 SC for my .270 WSM and the last, 2 Elk that, I shot with it, NEVER, once,.. complained !
OK, .. the first one that, I shot with, an AccuBond, complained,.. a "little bit".
The last one shot with, a 140 Berger,. NOT, so much !
