What is the best scope mount?

What is the best scope mount/mounting system if the only demands are: No change AT ALL of POI when mounting and remounting the scope. It is to be able to carry a 28.4 oz scope without change of POI when shooting.

A properly made Picatinny M1913 style ring/rail combo is rock solid and will return as close to zero as you can get. IMO, Badger Ordnance makes the highest quality components. I've been using several Badger bases and ring sets for over seven years and thousands of rounds with never a problem.

I like the Warne base at half the cost of the Badgers. Don't get me wrong Badger makes a top notch product, but they are pricey.

Not sure what rifle you're using. If it is a modern bolt-action based on a factory action,Rem/Win/Sav, etc.) both Farrell and EGW make excellent Picatinny-type mounts that accept Weaver-style rings and their repeatability is excellent.
