What does '21' mean on Norma headstamp?

I recently bought some Norma brass for the .223 Rem. Next to the 'Norma' stamping is a '21' stamping. Do you know what this means? Is it simply a year of manufacture designator?

Year of manufacture....Same as Lake City. If I'm not mistaken Lapua does the same on their mil brass.
