What Causes F-Class 9s with no change in conditions?

Wind is "YOU"! Yes, it happens to all of us regardless of flags and practice but ultimately, missing a switch is a HUGE part of shooting and it falls squarely on the shooter. Whether it be from not having flags, not watching them ..or just bad luck...it's still the shooter to have flags, watch them, learn them and to watch flags on both sides of his or her shooting lane to see condition changes coming across the range. There's no other place to put the blame for missed conditions...but I do wish otherwise frequently. If a a person doesn't have flags at all, I'm here to tell ya now...there is no more important piece of equipment, period. Everyone thinks otherwise until they know better.
No gun, at any price can shoot through a switch. None!
And yes, wind matters way more than anyone can realize until they own, learn and use flags.
Even strips of surveyor tape are tons better than nothing.
I pretty much disregard anyone saying a big group wasn't wind because there's no way to know that, without....flags.

And on top of all that, there are the infamous "puffs" that Trudy Faye clued me into many years ago. Weird things happen when a puff rolls though your lane. If you miss catching a glimpse of it, it will get you. Kind of like the predator in the movie of the same name....more of a shimmer than anything else.

This past week shooting at 200 I have it fixed so I can see at least one flag, getting ready to pull the trigger and a puff of wind changed one of the flafs 180*! The flag I could see with the naked eye never moved. Had I pulled the trigger I might of had an 8!

All of the above causes 9’s! That’s why I like to shoot my 6 & 6.5 on calmer days, they have what I call “less action” on the gun for each shot! Granite on windy days you can throw that theory out the window, lol.
Not to be the grammar police but I think you mean “granted”

Went to a local 600-yard match on Saturday. I shoot F-class open. The first two strings cleaned them, 200 and 200. Third time up 3rd shot was a Nine then about 10-12 Xs in a row then two 9s at 9 o'clock, thought about adjusting right but conditions did not change, held on the X and two 9s at 3 o'clock. I finished with 10s and an X. The nines were on a horizontal plane with my other shots no noticeable change in conditions. What would cause this, any suggestions.

If it got warmer during the day, mirage may have caught you. Many times, when there is little or no wind to see, mirage will still move the sight picture for the target left or right.
