This is not true, there is more to runout than pulling necks off-center, and everybody here can test it to see this.When you full length resize a case with the expander removed it will be as concentric as it ever will be.
Take a new case, FL size it, measure it's runout. Fire the case in your chamber, measure it's runout. Resize the case with a FL die, measure it's runout.
Lowest runout will be from the case straight out of a smoking chamber(your best die).
What is true w/regard FL dies is that custom FL dies can produce straighter cases than off the shelf bushing dies (either FL or NS). But always this depends on your plan, the cartridge, chamber clearances, sizing amount, and the root cause of runout - thickness variance in the brass.
There is too much credit assigned to reloading dies, while dismissing the benefits in basic sizing planning.
