What are "commercial grade" primers

Dillon is advertising CCI "commercial grade" primers. Same model numbers as their consumer primers.

Are they the same as the consumer primers?

Buddy got some "OEM" primers from CCC manf. IIRC I think they are black and white boxed but seem to be 450's. If this is what you are referring to. if not disregard my comments.

I had some "OEM" small pistol primers a few months ago. They were unplated "brass colored" and not "silver colored".

If they're in a Black and White box, they're probably Mil Spec. (like 5.56 and 7.62)

I have a couple of cases of the OEM 450s and they perform identically to the 450s in retail packaging.

Does it have to do with excise tax as a commercial reloader? I have used many OEM without issues.

The 11% tax is placed on the finished ammo, not the primers at time of purchase.
