Moly is insoluble in water, but the "wet method" is the best way to apply it. No dust and any mess gets washed down the drain. Plus the bullets come out looking glossy and they're as good or perhaps even better than factory moly bullets. Done correctly the moly doesn't come off on your hands.hBN, in the form which we use for bullet coating, is insoluble in water, and in alcohol. It would have to be mixed in some type of an acid.
