Weird looking 9mm head stamp

I was given this box of 9mm's and I've never seen this head stamp before. Looks like it's in a different language. The guy passed away and wasn't a reloader, so I don't think these are reloads. Does anyone recognize these? I'm wondering if I should just break them down and reuse the brass and bullets.

I can't comment on this ammunition, but some very poor quality surplus 7.62X51 ball in machine gun disintegrating links turned up in the UK a year or two after Gulf War 1, dirty and sandy, and widely held to be battlefield recovery from somewhere during that war, ie Kuwait or Iraq. It had similar characters in the headstamp which were from Arabic, Farsi (Persian), or one of these languages in the Middle East and Asia which employ non-Roman characters and numerals. The character 'V' for instance seen on these cases is either the Arabic numeral for 7 or 8 depending on whether it is inverted or not. The 7.62 we saw in the UK also used either that shade of green or dark red in the primer sealant varnish. As well as Iraq as a possible origin, Iran (Farsi) is another possibility as the two countries fought a ferocious war from 1980-88 and no doubt lots of captured or abandoned smallarms ammunition littered the battlefields and found their way to the West in some cases probably as recovered material abandoned by the Iraqis during the Gulf Wars.

Google 'arabic letters' and you'll likely see some that look like these.
 
I would be careful though. Bought 2,000 9mm Egyptian surplus from a wholesaler (any one remember Paragon Arms?) in the early '80s. Some rounds burst cases and blew magazines out of a Glock. Found out about a quarter of the boxes were loads for assault type weapons and were much hotter than commercial handgun loads.
