Unless I am mistaken the thread is about the proliferation of scam web sites and not specifically about SSL security Certificates. Even then, the permission to produce and certify certificates was controlled by, I think it was ICCN, or something like that.

ICANN, and no, they're not involved in certificates.

ICANN is responsible for allocating TLDs: .com/.net/.org/.eu/etc.
If the complaint is that TLD have exploded since the early 2010s, then yes, the complaint should be directed to them.

I see Hodgdon.COM now has a big fat fraud alert on their homepage. What a mess!

The fake sites, buy allowing you to put in large amounts of powder, just end up STEALING more of your $$.

So the internet provider is assuring people that their information won't get hacked, while they are getting ripped off. Nice. Where are the "fact-checkers" when we need them ?

As pointed out earlier, very likely (almost certainly) the provider doesn't know, yet, that this is a fraudulent enterprise. I'm sure they'll find out at some point. But with Amazon's AWS, GoDaddy and many other providers somebody can choose, all they've got to do is get their software operational and ... shazam, fraud sales. And if they get shut down, they can pop up elsewhere. Probably faster than providers and law enforcement can catch up with them. The wonders of the Internet.

As for "fact" checkers ... potential customers are them, among others. Including us, warning folks on threads such as this that a site's sketchy.
