Wanted group analysis input.

I don't follow your testing at all, so I suggest you perform a simpler test and then share the results with us. I try to vary one variable at a time when testing. I count at least three four variables in your test.

You can just ignore the hornady test.
I am focusing on my Lapua load. I had some Hornday that showed very nice "lucky three shot groups" so I wanted to compare it to my "good brass"
I only have 150(-) lapua brass and that hornady is just about good enough for hunting / off hand stuff

Here are some more of the one variable tests

I do not have the Rem71/2 test on my phone. I ditched the WSR primers in favor of the 7 1/2
I could find them later but the top ones were my 3 finalist of much other testing

This is the groups that made me choose the .248 bushing with 1.927 (.010 off)
I was hoping the .250 bushing might give me lower SD's but it did not. With the .248 bushing they seated quite hard.
 
Go with the setup that gives you the best group on a regular basis. Don't worry so much about SD. Statistics don't score well but "hits" do.
 
If I read these correctly, you have two targets that group well with the same load conditions at 100 yds (0.33 MOA and 0.41 MOA and looks like it was 0.71 MOA at 597 yds and good vertical at 275 yds) on different outings. I would agree with previous commenter that you are testing too much at a time . For a number of personal biases, I would select this load of yours:

Lapua brass Rem 7.5 primer RL-15 24.5gr powder
0.010 out, 0.248 bushing. Really unimportant that they seat hard if they shoot well and consistently day-to-day.

Think that's all of the variables. Either way my $0.02

It would also help me choose personally if the POI of 24.4 and 24.6 charges were in a horizontal line with 24.5
