Vertical Stringing; balance?

In Speedy's article "Cures for veritcal stringing" he mentions: " Unbalanced Rifle--If the rifle is not balanced, it does not recoil straight, and it will jump in the bags. If the rifle is built properly this will not happen. Clay Spencer calls this "recoil balancing", and he uses dual scales (front and rear) to ensure the rifle recoils properly."

Q: where do you place the scales ?
Q: how exact does it need to be?
 
Good question and something I've thought about as well. A gun balances at some point somewhere between the butt and the muzzle. So in that context all guns are balanced.

What I would like to know is where exactly should this optimum balance point occur. Under the action? In front of the action? Or closer to the bolt handle?

Sometimes I'm not so sure how important this is. Guns with non taper 30 inch barrels can't possibly balance like a LV rifle with a 22 inch barrel. Yet either set up can be just as accurate as the other.
 
I have a F-class rifle built by Kelbly. I set it on a table on a round pencil and it will balance about mid chamber. 30" medium contour barrel.
