One solution to this problem is to allow multiple rifles to be shot, but only pay out for one. Designate the first registered rifle "eligible" or let the match director choose. It really doesn't matter because no one competes in this sport for the money, and, frankly, most could care less because payouts will never make you rich.
Many times just the simple decision to have multiple classes can eliminate this problem. In other words, if a LV and HV class is offered, the shooter can register one rifle in each class EVEN IF the rifles are the same weight.
I can only speak for myself, but if I am going to travel any distance then I want to shoot multiple rifles, just for the enjoyment of what I like to do. Often I also want to compare tuning results in similar conditions.
Regarding an unfair advantage from shooting multiple rifles...many times these rifles are not the same caliber, and even similar calibers rarely shoot the same components, barrels, etc. And let's be honest...identical conditions from one relay to the next are rare in this part of PA, and that makes for an apples-to-oranges scenario. The point is that it will not be an unfair advantage if the first registered rifle is the only one eligible to win, and you are limited to one payout, regardless of the number of rifles entered.
In my opinion, if you want people to drive distance, pay for 4 dollar gas and grow the sport, limiting the rounds they can shoot is not the answer.
