I think that you are saying, if a shooter had to wait a certain amount of time between shots...? If that is what you are saying i agree.
If people had to wait 30 second's between shots I think there would be a big difference in scores/ group size for F-class and bench rest.
I would like the NRA to implement that for a year just to see the effects. I believe it would make people a better wind reader in the long run too.

If you deem it unfair that Joe Blow can get all his record shots down range in the time it takes your fumbling fingers to get one round off, then short range score is your game....10 full minutes to shoot 5 record targets, unlimited sighters.......where pickers usually have as good a chance of winning as those dastardly runners. You'll welcome the vast sea of flags that will enable you to use your honed wind reading skills to your hearts content, and NO pit duty. 30 seconds between shots? who's going to regulate that? It's hard enough to get a rangemaster and 3 referees...now you'll need an official timer for each shooter. Who but non-competitors think this stuff up?
If you decide to start this new benchrest game, LBRA (Lethargic BenchRest ***"n) would be a fitting name.
I would stick with the gongs, too much measuring and all that math for paper targets, especially for those with an I don't care attitude.
