Looks like a 40X rimfire receiver with custom bases to me.

Maybe this is a little better.

This is the picture of the trued receiver with the custom bases. It will use Talley rings. They need a little dressing up and polishing. Dan Armstrong is installing a new bolt handle and a Winchester style 3 POS safety. It has a Shilen trigger. It will have a taper lapped Shilen 4 groove ratchet #3 contour sporter barrel in CM. I am looking for a nice piece of figured walnut for the stock.

I can't take credit for the bases or the tang. It was done by Kerry Stottlemyer

If you're still looking for a nice stock blank, you might consider Cecil Fredi in Las Vegas, NV. I bought a very nice English walnut blank from him several years ago for a M52 sporter project. If I have time later today to get on the desktop 'puter, I'll post some photos of the finished rifle.
