Turning the necks 2 times?

So in new brass, fireformed, turned necks to a loaded diameter of .266 for a .268 chamber. They are pretty consistently .0115. Neck wall thickness. I know there could be a donut forming, they still measure .0115. But where the shoulder meets the neck it grown to .012 ish give or take. Is it normal to re-turn necks to clean up after 3 or 4 firings now that brass has moved around a little?

In your case I believe you’re a little tight on your neck clearance most information I have read recommends from .003 to .005 i usually shoot for .004 you have .002 so I would definitely turn them again
 
Total clearance issues aside, some guys who use F/L custom dies do re-turn to eliminate doughnuts. Others seat bullet base above the neck junction to just avoid that area. Yet others use bushing dies that don’t size that area down in the first place. A couple solutions are possible depending on you specific equipment and setup.

The chamber/die relationship plays a major role in whether you need to turn brass again.
If you are having to trim OAL often, then you can expect to develop a donut.

Your options are: seating BS above donut, ream inside neck ( I don't prefer this) or use a mandrel to push variance to outside and turn necks a bit into shoulder. There is also the option to have a custom die made that doesn't oversize your brass.
