Tougher 20 cal bullet?

Has a tougher 20 cal bullet been manufactured yet, one that would be better for coyote to cougar sized critters. This would be shot out of a one in twelve twist barrel. A 40 grain partition would be nice but doesnt exist, neither does a barnes tsx. So what does that leave?
 
Doesn't Washington require 22 center fire on cougars? Go over to Sauber.com one of the guys over there makes bonded 20 Caliber bullets.
 
A guy over on www.rugerhunting.com tested some 20 cal bullets and the 45 grain hornady held together and penetrated the best.

Yes it does and I have a 223 rem that will work for that. I also will be hunting outside of Washington state, like in Oregon, Idaho, Montana, Wyoming, Utah.....

The guy was using a 1/12 twist.
From what I have read the 45 grain works well in a 1/12 as it is a shorter bullet than the 40 grain vmax.

Then the forum, it is on page 4 of reloading the 204 ruger and the post is called 204 ruger accuracy and penetration tests.
 
I discussed the 20cals with the head R&D guy at Barnes and he said they don't make a 40gr class Varmint Grenade because their filling is lighter than lead and it would be so very long that it wouldn't stabilize very well. OK, understood but they could make (maybe) a TSX that would be the ticket for larger game that would most likely give you a pass through and not damage a pelt too much but give a clean kill. 36 or 40gr would be nice. We got around to many elements of the 20cal scene as it is today with all the different calibers and folks doing rifle builds with better twist rates than were available when the 204Ruger was introduced and how folks were using heavier pills with great success, due in large part to the attainable speeds. But I'm guessing that the whole topic was falling on deaf ears unless they took my last comment to heart about how Steve Hornady can't make his V-Max stuff fast enough ! At least I presented them with more food for thought.
