Titanium sleeved barrel I.D. ??

I have some of these barrels that I have no clue as to who made them. They appear to be titanium tension sleeved. 23", .284 cal, 1-8 Twist 3.30 lb. Any information on these would be greatly appreciated. I know shaw has been making some and drake mfg but these have no markings other than an N.

I wonder what the purpose was ?
Since I know zero about this I’ll ask: the outside of the barrel has this titanium sleeve? Also, how have you determined it is titanium?

I made several tensioned barrels in the past, chasing accuracy. I did one under compression which seemed to work better. We used SS and aluminum tubing.

So I am assuming it is titanium due to it being within 2 oz of a carbon fiber blank that has same taper ,length and blends nicely with the stainless. I could be completely wrong which is why I'm posting on here.
