This 20 Practical brass giving me fits..Im using the Redding bushing dies

I am shooting a long action savage 110 with a Critereon barrel with 1-11 twist Varmint contour. I loaded some test ammo and about a third of them would not chamber and half of the ones that did shoot were REALLY tight. My load was nowhere close to max. I pulled the barrel off today trying to figure out what was going on. What I found was that when i put a full length sized round in the chamber it would not go down all the way, There was two or three that would but thats it. I am using a full legnth sizing die from Redding and RCBS and still no luck. Do I need to go to a small base die to size a little more. Thank you for any advice or help.

I have made over 3,000 cases for myself and two friends. I started with a small base 223 rem sizer, this took the neck to .245. All of our brass was once fired, some, mine, military. The brass was then sized in a Redding S bushing size die with first the .233 bushing, then a .226 bushing. I know some say you don't need to do that, just run the case in a Redding S bushing die with a .228 or .226 bushing. In my case it didn't work, some cases had to thin or thick necks. The commercial to thin, the military to thick. Yes, I did more steps, but they ALL WORKED. All three rifles were cut with the same reamer, all brass would interchange. My 20 Practical shoots one hole groups, when I do my part.

Try closing the bolt on resized brass without a bullet in it, If it closes without a bullet and does not close with a bullet the neck of the chamber might be to tight
 
with or without a bullet it will not close, im gonna order a small base die tonite and see how it goes. I do have a .233 and .225 bushings for my Redding dies at the moment that seem to form the brass very nice. I took the barrel off the rifle and put every piece of sized brass in the barrel and only 2 out of over 150 went in like its supposed to. Im kinda lost but i think the small base circle die will clear it up JMHO..

Chesty for President, I believe it is only fair to warn you, I come with baggage.

I am not a bench rester, I am beginning to believe that is to my advantage, I measure the length of the chamber first, that means nothing to bench resters but for me, knowing the length of the chamber allows me to measure the length of the cases before sizing and after sizing. Then there is case diameter, again that should not be a problem for most, but, it seems measuring the diameter of the case to determine if the case needs to be sized with a small base die requires purchasing a small base die, I have small base dies, I have BAR dies, I have never found it necessary to use a small base die and or the BAR (Browning Automatic Rifle) dies. I let the press, die and shell holder take all the mystery out of sizing, and when sizing it is possible to determine if the case whipped the press or if the ability of the press and die had/has the ability to size the case.

Once, I sent a rifle back to Winchester, rightfully so, they thought I was impossible, I wanted a chamber to fit my dies or I wanted a set of Winchester dies to fit their chamber. When sizing cases fired in their 300 Win Mag chamber the case would wad up in front of the belt, the case was too large because of the large chamber, I could size the case ahead of the belt with a collet in a lathe, but, when I fired the cases again nothing got better, any how, we had words.

They wanted me to shoot the rifle some more, I could not figure how that would make the chamber smaller, and they wanted me to allow their warranty smith to polish, ream and or hone the chamber to clean it up, and again the logic failed me, the warranty shop sent in back to Winchester without informing me.
