Tell me about my 6.5-284

I have this rifle I am ready to sell. I bought it years ago to get my over 1500 and 2000 yd prairie dog kills. Remember when Varmint Hunter Magazine held that contest. My partner and I had both made our over 1000 yd kills and were setting up for over 1500 when his heart gave out so that project ended. This rifle never made it to the dogtown.
This rifle is an 8 twist, 6.5-284, .290 neck Rem 700. The bedding block has a scope base machined into it, not sure what the moa is but it is 30+. It has a Jewell trigger. The barrel measures about 1.5 inches straight taper. The forearm is 6 inches wide and the buttstock is 3 inches wide. The rig with the scope weighs 28 lbs. I don't know the round count. It was low from me and supposed to be low from the original owner.
I don't know the barrel make or the Gunsmith. I think it came from the Northwest.
Questions
Does anyone recognize this setup. Who might have built it?
Any ideas on value?
The scope is a 12-42 Nightforce BR and will also be for sale.

I thought sleeves were to stiffen everything up a little more and the block is a way to bed it.
The unique thing to me is the scope base built into the sleeve. I haven't seen that but my exposure is limited.
 
A sleeve is used as a stand alone item. All the action needed was a high scope base. The large barrel had no influence on the action making the sleeve redundant.
