Telescope / spotting scope

I read an article somewhere, I thought it was here, about a telescope being used as a spotting scope. It was a beginners telescope and it was red in color. It was I think 100x and the author was commenting on how well it worked at 600 - 1000 yards. He said he was spotting for a shooter and he could see the bullet path and the bullet holes. I thought I remember the unit selling for about $300. I was thinking I could use this on the range, 600 yards ) and also use it with my kids for amateur astronomy. Has any tried this as a setup of their own or known anyone that has ?
