Tasco 707 AO adjustment stuck

Guy at the range has a nice Tasco target scope in 16X.
But we cannot focus the AO. The back ring moves but the front doesn't turn.
Question - is the front two pieces ?
Seems like one ring is fixed and has a guide that runs in a track. The ring with the knurls should be a locking ring.
Any suggestions how to break these two lose?
 
The knurled ring is the adjustment. The front is actually part of the scope bell and does not turn. This is done so the scope can still be adjusted for parallax while wearing "flip caps" without them turning as the scope is adjusted. There is no "locking" ring. At least that's the way every Tasco I have ever seen is.
 
The back ring with the yardage marks moves freely on the course acme style thread. So there is no way to lock it in place?
We don't see any focus change while spinning the rear ring.
I see a grove that looks to be a guide for the lens. but don't see lens moving.

Glad you figured it out. Must be a different design than the Tascos I have had in the past. On those, the "ring" furthest to the front wasn't a ring but a stationary part of the scope.
