T3x Super Varmint oddity

I’ve been tinkering with the magazine on my .223 Tikka Super Varmint this morning. When I noticed one of the screws on the rail didn’t look right.
It’s a pan head torx, but there is no countersunk hole for it. The head sits proud. The rest of the screws are countersunk and flush, as you would expect. I did a quick google image search and noticed others the same way.

What do you guys make of this?

maybe a cheap production way to save cost while keeping the screw from interfering with the bolt/barrel? Not sure how a Tikka is made in that regard.

That said, it sure looks dorky
 
Quick fix....Shorten the screw.
It's weird though that Tikka would do that.
 
My friends has that. Make sure you do not over tighten it. You will bend the rail. On the other hand, that rail is epoxied on. I think you can pretty much remove it using that screw. There is no hole in the receiver inder it. It just presses on the action. Silly its not 20 moa. The screws also have thread locker on them.
