SPP Alternatives

My small pistol primers are about used up, and I'm having difficulty finding stock. However, I do have a box of CCI 400 left before switching to 450. Can the 400 be used for 9mm and perhaps back down a few tenths?

Yes. Consider them to be like SPM primers.
Unless your current 9mm loads are at the full house / high pressure level (i.e. +P), I wouldn't change the charge weight.
Edit to add, I'm not trying for 1 hole groups at 25 yards, so years ago stopped buying SPP and only bought SRP for both pistol and rifle. Used them interchangeably in my 9mm & 40S&W rounds.

I used SRP for ages during the shortage of pistol primers a few years ago, for 38spl. loads.
Nothing changes - more shortages. I have just enough SRP's for this season with the BR. Putting the 308 away ( Lapua Palma brass) for a while, same with the 223, when ammo runs out. I will be using the 6SLR for a while, uses LRP's, which I have a 1000 or 2.

You've received advice on using whatever small primer you have. so I won't comment on that.

Watch Brownell's a few times a day. They've been getting small batches of primers in fairly regularly, mostly Federal and CCI. Small limits though (couple thou at a time) and hazmat; you'd have to calculate if it's worth it to you.

Your striker fired 9mm auto probably will not hit the small rifle primer hard enough to ignite it. Mine will not. My .38/.357 revolver is a different story. Try a few before you load a bunch.

I ve seen numerous folks, who claimed to have even talked to CCI, say that the CCI400 is the same primer as the CCI small pistol magnum. (550 I think is the number)

Proceed cautiously and don’t try max type loads without starting low!
