Spotting scope help

I want to buy a spotting scope to see .22 cal bullets at 200 yards and more if at all possible. I have a budget of $250. Can I get anything decent within my budget?

I looked through a konus scope at a match a while back and it was very clear for $100-150 if they made an extended eye releif eyepeice i'd buy one and i have two kowa. just my observation. by the way if mirage is running strong you'll still have trouble seeing bullet holes clearly.______treeman
