No, a bullet loses linear momentum much faster than it loses rotational momentum (angular momentum). So it becomes more stable as it moves downrange, at least until it reaches the transition zone (Mach 1.2).

No it does not.
A bullet stays relatively constant in terms of rotation all the way to its destination even through the transition between supersonic and subsonic.
If it stayed in the air long enough I would imagine spin would eventually decrease to a point of destabilization but it would be a long darn ways away.
