Sorting out OCW results, need advice.

Was at the range the other day and had quite a lot of wind. Not steady but mild gusts from the same direction.

10 separate charge weights were shot at ten separate targets. All showed a nice progression from OK groups to smaller groups. Unfortunately the "smaller" was mostly in vertical dispersion. Due to the wind conditions the groups would go from "flat-line" to football shaped then back flat.

Am I correct in my assessment that those groups with the least vertical dispersion are the ones with the optimal charge weights and the rest is just wind?

All groups were 5 shots so i feel i got a good sample from each charge weight. Just wondering if "vertical" alone is enough to draw a conclusion from, espcially when trying to attempt load development on a windy day. Winds were from 9 O'Clock but quite variable.
 
In my experience the groups that strike the target in the same place IE 2 O clock, and do it consistently for a couple of groups, generally tells you what the optimal charge weight is. I don't even bother looking at group sizes UNTIL after I've figured out where that node sits and have started adjusting the seating depth and fine tuning it.
 
That is just why I don't bother with load development in the wind, and the times that I have, I have just did it all over.
