The guys and gals that shoot small diameter bullets at 200 yards on paper. What spotting scope are you using ?
 
I have an old Kowa TSN-821M with the variable eyepiece that does that job MOST of the time. Lighting will have a huge effect on your ability to resolve .22 holes at 200 yards. Kowa has a newer model # now. Around $1K. Meopta are also well-regarded for having German glass at similar price point. You could step up to over $3K for ED glass but I would do a lot of research on those. Tip: I use those big splatter targets at 300 yards for position shooting. The electronic targets are sub $1K but that's schlepping, setup and calibration. I've seen somebody has a new target camera system out recently for around $800. You also could re-purpose a quality, old but high power rifle scope at reasonable cost and it could do double duty.
 
I use a 15-55 NF comp.
Can see my bullet holes at 300yds even 600yds.
Now if mirage gets up- nothing will spot them at any distance-
Only a steering wheel can help…
 
So, the other day I was shooting squirrels, and as I frequently do, had put a target out at 200 yds to check different ammo zero. My scope is a 5x25 Vortex PST, and I could see my 20 cal holes as long as they were in the white.

I have a Kowa TSN-821M with a 27x LER eyepiece. It does OK but

For .22 holes (and even for .308 holes) lighting and mirage will have a huge impact on whether you can see or not, no matter how high a magnification scope you're using. If you can shoot at a light-colored target that will help a lot; if you do need to have a dark-colored target (e.g., you're shooting irons and you gotta have a black aiming spot) then setting up a light colored backer can make things easier. Essentially the more contrast you can create between the hole and the rest of the target the better.

Even with optimal contrast, the minute you get any mirage you're going to have a hard time. Which isn't to say don't try, but rather to help you calibrate your expectations accordingly.
 
WiFi Camera has replaced the spotting scope. Longshot Marksman, spec'd out to 300 yds, although I've only used it up to 100 yds. I view the targets on a pad at the shooting bench. Shots can be marked with numbers and groups on the same target can be distinguished with different colors.

A large field of targets can be displayed and zoomed in to specific targets for more detailed examination. WiFi signal sent from the camera unit connects to phones, pads, tablets, etc. Everyone at the bench can see at the same time. Ya don't have to leave you're shooting position to view.

Works great.

I have a Targetvision Marksman 300 camera that you can have for 125 plus actual shipping. It is a simple solution that works flawlessly. Much better than a spotting scope. It is rated for 300 yards. On clear days, I have used it out to 600 yards.

I've been using a Konus 20-60x80 spotting scope for roughly 20 years now. I can't recall a time when I couldn't see 22 cal holes at 200 yds unless those holes were on a black target. It's not quite as good as a Kowa, but looking through them both (on the range), I could barely notice a difference.
 
I also use a Konus 20-60x80. Amazing glass for the money. No problem with 20 caliber holes at 200 yards, even with DIY printed targets on slightly tinted, matte Card stock paper. To make holes even easier to see try Shoot-N-C targets.

Oh yeah, I used that model Konus for a long time before I moved to a Kowa. Great value for the money -- it's what the junior club I helped coach recommended for folks who didn't want to drop $1,000+ on a Kowa.
