Shortie Recoil Lugs

Never heard of a short recoil lug, but i would interested as well if there were such a thing...Had to shorten my lug for an aftermarket stock i put on one of my Rem 700s recently. Just eyeballed it on a bench grinder and took it down till it fit without touching the bottom. Pain, but it worked.

I'm not shortening 'em with finger nail clippers.

When bedding, I usually don't mask the bottom of the lug. I simply mill about .010" off of the bottom of the lug after pulling it from the bedding. Works great. I see no reason why you couldnt just shorten it by a larger amount and accomplish what you're after.
