Shipping Primers

How can individuals ship primers without Haz Mat? It is rampant on GunBroker! What is going to happen when ther is an accident? I hate paying it, but are people just ignorant of the law or just gamblers?

FORUM Boss: Primers must only be shipped via a HazMat-licensed shipper. That's the law. Anyone who fails to comply is subject to fines and other government responses. Enough said.

..it is my business if the ATF/DOT puts a stop to the shipping...And may be yours as well.
